In April 2024, the Department of Justice (DOJ) issued a new rule under Title II of the Americans with Disabilities Act (ADA) establishing digital accessibility requirements for state and local government entities, specifically noting the inclusion of Districts.
Now, the clock is ticking for CDDs to ensure their website and digital content — including PDFs and other digital documents — are accessible to all residents. Here’s a quick primer on the law’s key requirements and deadlines.
What digital content needs to be accessible?
Under Title II of the ADA, state and local government entities, including districts, must follow the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. This includes meeting minimum color contrast requirements for people with low vision, providing resizable text, and ensuring that websites and documents (PDFs) are compatible with assistive technologies.

- Web Content- Any information or services on a district website, email newsletter, or resident portal must be accessible to all users. 
- Digital Documents- All digital documents (PDF) — such as financial or meeting minutes — must be compatible with assistive technology.
